Consumer Directed Services (CDS) for HCS and TxHmL

At Aware of Your Needs LLC, we are committed to helping individuals with intellectual and developmental disabilities (IDD) lead self-directed, fulfilling lives. Through Consumer Directed Services (CDS), individuals enrolled in the Home and Community-based Services (HCS) or Texas Home Living (TxHmL) waiver programs gain greater control over how their services are delivered—and who delivers them.
💡 What is CDS?
Consumer Directed Services (CDS) is a Medicaid service delivery option that allows individuals—or their legally authorized representatives—to:
Hire, train, and supervise their own caregivers
Choose caregivers they trust, including certain family members (restrictions apply)
Create flexible schedules that meet their individual needs
Direct their care with more independence and choice
With CDS, you are the employer. You make the decisions, while an approved Financial Management Services Agency (FMSA) handles payroll, taxes, and required reporting.
Who Can Use CDS?
CDS is available to individuals enrolled in the following Texas Medicaid waiver programs:
Home and Community-based Services (HCS)
Texas Home Living (TxHmL)
To participate, individuals (or their representatives) must be able and willing to take responsibility for managing service providers with support from a chosen FMSA.
